On the necessity and possibility
to correct the fundamental scientific-political error
in the global strategy
of the Russian Federation and the United States of America
Dear Ladies and Gentlemen!
Russia and the United States are again tuned to be the center of the
political confrontation, which is undermining the global economy and
social stability.
The coercive basis of interaction, determining the
status of these states in the UN Security Council, does not contribute
to consolidation of nations in achieving the general goals of
development and devaluates the statutory function of the most important
international Organization.
The discordant efforts of the US and
Russia are leading the community of nations to the new form of the
political split even in the sphere of assuming the measures necessary to
counteract terrorism and the forms of evident civilization’s
degeneration into its opposite.
International coalitions being
created and headed by these states are displaying their spiritual and
intellectual impotence, which, in principle, cannot be compensated due
to creating “super-accurate arm”.
According to its very nature, the
coercive basis of the international interaction leads humanity by way of
degradation of the species and self-destruction.
The collapse of
the Soviet Union, as well as its emergence, was embodying, in itself,
the effect of zoological method of trial and error in the attempts to
solve the tasks of governing the social and economic development.
The both events were going on in the situation of growing crisis of the
capitalist mode of production. However, both at the beginning of the
20-th century and at the beginning of the 21-st century, the scientific
thought and the mode of its organization did not become the source of
clear knowledge on the progressive form of outcome for humanity into the
space of economic growth and social development.
The cause for the
insufficient productivity of the scientific labor, i.e. the incapacity
of the professional science to propose the necessary solutions to the
world is hidden in the mode of organization of intellectual forces of
the entire human community.
The attempt to achieve the
organizing-methodological breakthrough onto the new level of
scientifically solving the tasks of governance was suppressed in the
Soviet Kirgizia and, thus, left the world historical process in the
choiceless space of war, rivalry, scanty resources, irregularity and
intractability of social and, as a consequence, of natural processes.
Therefore, the political leaders not only in the US and Russia, but
also in other nations do not have in their disposal the clear
understanding of the physical possibility of the peaceful coexistence of
people and nations. They themselves have not beheld the outcome of the
crisis of the global economy beyond the practice of preconditioning and
prosecution of war. They, consequently, cannot give hope to humanity
for the reasonable solution of accumulated stock of social
contradictions.
Society is losing faith in the very possibility of
the reasonable organization of its forces and is giving up hope for the
peaceful coexistence.
Everything mentioned above is the direct
consequence of the fundamental scientific-political error, which has
been committed 30 years ago. It was the arbitrariness of the
authoritative people of Soviet Kirgizia, which has become the cause of
the collapse of the Soviet Union and, at present, remains the basis of
the destructive of confrontation between the modern Russia and the
United States.
Suppressing the essence of the scientific-political
error underlying the world center of the conflict character of
international relations is creating the artificial state of intellectual
“Vacuum” and unguidedness of the First Global Revolution . It is
fraught not only with economic decay of civilization, but also with its
physical degradation.
Making a decision to acquaint media with the
essence of the scientific-political error, NOOSPHERE Open Scientific
Association acts on the premise the mission of journalists’ labor is to
serve to the free motion of information in the interests of
free-thinking humanity. Besides, you, dear Ladies and Gentlemen, are
representing the interests of those nations, whose political will
determines the very physical possibility to implement the progressive
the world community’s outcome of the socio-economic crisis of
civilization.
This very group of states has a chance to create
fundamentally new organization of intellectual forces, which will be
able to secure all nations with the freedom of scientific and
technological development and, accordingly, guarantee the unrestricted
growth of global economy.
With your help, we wish to inform civil
society and the political administration of nations not only of the
physical tangle of the historical roots of the scientific-political
error, but of the possibility of its correction.
Let we start
with the situation, when the Soviet Kirghizia became the cradle of the
scientific-historic “Breakthrough into future”
1983 went down in
history of the scientific thought due to the little-known political
overturn in the scientific consciousness of the “leading social
scientists” in the Soviet Kirghizia. This overturn was implemented by
the people, who were influential in the corridors of academic thought
and party power in the capitals of Russia and Kirghizia. In the
interests of their personal carrier, these well-known people considered
it necessary to use the forces of the Committee of State Security of the
USSR to liquidate the “Argus” Research group, which had been working at
the Polytechnic Institute of Frunze-city.
Those scientists used
all their influence on the Central Committee of the Communist Party of
Kirghizia and the Central Committee of the CPSU, at the Old Square in
Moscow. As a result, there was made an undercover, but crucial, for the
Soviet Union, political decision that the country of Soviets do not need
scientific organization of intellectual labor of scientists .
The
grounds for such a decision was that the USSR has already ha d
well-developed system of state Academies, academic and branch
Institutes, and also the growing bulk of scientific organizations of
Higher educational institutions. The experts preferred to withhold that
they cannot ensure the effectiveness of this system. They deliberately
hushed up that its mass was specified exclusively by government
financing, but it was not growing due to the scientific organization of
intellectual process.
The designs of “Argus” to create “Scientific
Newspaper”, the “Communist Scientific Organization of the Soviet Union”,
and also to work out the “State Plan of Ecologic Development of the
Country” were declared to be politically malignant. On this ground, the
Committee of State Security, all the party, Komsomol and administrative
organs were charged to implement the public liquidation of “Argus”
Research group and to carry out “prophylactic work” with the purpose of
suppressing the possible protests.
The “heroes”-liquidators were
thoroughly hushing up the content of the scientific work of “Argus”
Research-group and the scientific-historic feasibility of the plans of
collective work. In those years, neither the liquidators themselves, nor
their commanders were able even to ponder on the global consequences of
the violence over the scientific dissent.
The “leading social
scientists of the republic” have not been recognized themselves to be
responsible for those past events. They have not yet acknowledged that
they humiliated the national science and have led the economy of
Kirghizia to the decay. They are keeping unaware that they sank the
country up to bloody events on the South of the Republic and the pogroms
in its capital.
The fundamental character of scientific-political
error committed by the spiritual and political leaders in the Soviet
Kirghizia left of the people of the outgoing generation to be
historically short-sighted and irresponsible. This error deprives
everyone of one’s capability to see the interconnection of one’s
personal decisions and deeds with the results of global constituents all
social and natural forces.
Learning a History Lesson from the
events of 1983-1984 is the subject for consideration of the
Scientific-historic Press-conference in Bishkek.
Now let us speak of the tasks
for the 1-st Scientific-historic Press-conference in Moscow
1. It is necessary to examine and comprehend the heuristic importance
of the fundamental scientific-political error, which determines the
destructive confrontation of the US and Russia in the global policy and
unguided character of the First Global Revolution .
Since
the global revolution is going on in our minds, and the fundamental
scientific-political error is infectious, every one of us remains
literally the victim of the spontaneous collision of all social and
natural forces, which no one is guiding.
The sharpness of the
intellectual conflict of the epoch, where the sphere of reason
(noosphere of the Earth) is being born, is focused in the problem of
Scientifically Organizing and Guiding the intellectual process. It is
the subject of the secret intellectual rivalry of the scientific forces
of the US and Russia in the matter of solving the global tasks facing
the Political Economics and Nuclear Physics.
Simply speaking, the
essence of these tasks is that Nuclear Physics must open for humanity
the “inexhaustible”, according to I.V. Kurchatov, source of energy of
guided nuclear synthesis, and the Political Economics should open the
source of growth for global economy in the cognitive functions of our
Brain.
The result of the intellectual conflict in the relations
between the US and Russia is crucially important for human civilization,
since the physical lot of Earthlings in the cosmic dimension of its
existence and development is wholly dependent on the mode of this
conflict resolution.
2. It should be taken into account that the
political-economic roots of the intellectual conflict of our epoch go
deep in history of the confrontation between “German jury economists”
and the author of “Criticism of political economics”, which was
published by Karl Marx in London in 1859.
The term “jury
economists” is an expression used by Friedrich Engels. According to
Engels, for years the reputed economists “the same way thoroughly had
been copying the «Capital», as they persistently had been hushing it
up”.
3. The roots of the same intellectual conflict, already in
the 20-th century, interlaced with the political and economic conditions
of Nuclear Physics development in the three Atomic projects of the
World War II.
Only two of those military projects –
English-American and the Soviet ones, managed to get to finish and lead
human civilization onto the first stage of acquiring nuclear energy as
the mode of exploiting of atomic nuclei fission in the technologies for
military and civil needs.
The humanity’s outcome onto the second
stage of acquiring the energy of nuclear interactions has nothing to do
with ITER project.
ITER is a product of fundamental
scientific-political error of the Soviet physicists. Their scientific
consciousness was affected by the methodological division of scientific
knowledge into “natural” and “unnatural”. They considered the
socio-political knowledge to be unnatural or even perverted, because it
bound them up with the Communist Party, ruling in the USSR, which
claimed the mode of governing allegedly different from capitalism.
Unfortunately, in the world scientific thought there has been shaping
not quite correct conception on the true state of affairs in the Soviet
science of governance. In particular, it is considered that “communists
wished”, “but did not manage” to achieve the progress in the cause of
solving the central problem of guiding the socio-economic development of
society, and they did not change the place of a human in the process of
manufacturing a surplus product.
Yet, actually the matter is that
those people, who have scientifically resolved this problem of guiding
the economic development of social relations, and who opened the path to
the source of global economic growth, were not at all called communists
in the USSR. On the contrary, people being in power were considered
communists. Academic experts declared “Argus” Research group to be the
assembly of “anti-Soviets” and “pseudo-communists”.
The path to
guiding all social and natural processes was scientifically discovered
in the USSR and was being practically implemented in the synthesis of
intellectual forces of “Argus” Research group. This very fact frightened
the academicians, who did not guide and could not guide the “explosive”
growth, in quantity, of the new scientific body, the same as they were
not able to guide the natural process, which broke out of their control
in the forth unit of Chernobyl Power Plant.
In the USSR there was
being suppressed and liquidated everything that was not controllable by
Stalin alliance of the Secretariat at the CPSU Central Committee
together with mafioso-like grouping of academicians.
“Argus” opened
and practically proved that the fundamental basis of transition to
economy of noosphere is not at all the extension of financing of
scientific forces. It is a change of the very intellectual order of
social relations.
This change is a consciously organized social
process of individuals’ transition to a new mode of information contact.
Its basis is not exploiting of a spontaneous flow of appropriating
intellectual reactions, but guiding a flow of creating, productive
intellectual reactions of a Brain. This kind of guiding synthesizes
surplus knowledge. It is right the value, which becomes the basis and
the source of growth of noospheric economy.
The fundamental cause of
the historical downfall of the Soviet Union and many years of deadlock
in solving the tasks of guiding nuclear synthesis has been the
methodological schizophrenia of the Soviet scientific consciousness.
Using the streams of official lie and slander, it suppressed the work of
“Argus” Complex creative youth body, which was actually an open reactor
of scientific thought. Thus, the Soviet society was deprived of the
chance to get onto the new stage of economic and technological
development.
4. In order that to put an end to the confrontation
of the US and Russia, it is necessary to correct the
scientific-methodological error that was inherited by these states from
the rivalry of the US with the Union of the Soviet Socialist Republics.
It is necessary to recommence the suppressed in the USSR scientific work
on producing the scientific-historic solutions to guide social and
natural processes.
The work of such a scale is the Common Cause of Nations. It demands creating the new format of international interaction.
The positive experience in interaction between the US and Russia was
the successful cooperation of these states in the Viennese format of
negotiations of the “six” with Iran.
It is, in principle, important
that in this format of international dialog and interaction there were
issues of the economic and scientific policy linking the conditions of
refusal to lead economic war of sanctions with the restrictions of
military component in acquiring nuclear technologies.
Taking into
account this experience, knowing the cultural potential of the states
working in Vienna with Iran, and realizing the historic importance of
solving the general tasks to provide all nations with equal rights to
free scientific and technological development, we consider it necessary
to transform the Viennese “seven” into the “eight” of the new format
with the inclusion the Kyrgyz Republic into the initiative Group of the
Common Cause of Nations.
NOOSPHERE Open Scientific Association
proposes the concrete “Plan of Actions to organize the Common Cause of
Nations”, which consists of 6 physically feasible steps (our reference №
РФ-КР- 4-2015 of October 28, 2015).
This plan includes the creation
of a Special Scientific Laboratory of the Common Cause of Nations. The
work of the Laboratory, in the regime of the open “reactor of scientific
thought”, will carry out the launch of the guided process of
intellectual reactions producing the surplus scientific knowledge.
In addition to that, the official science of the Group of the states,
which are ready to undertake organizing the Common Cause of Nations,
will get the chance to transfer from the practice of control to the
practice of direct guiding the flow of intellectual reactions
synthesizing new knowledge.
Professional scientists, busy with the
problems of Nuclear Physics, who will take the direct part in the work
of the Special Scientific Laboratory, will get the opportunity to
comprehend the importance of the historic scientific method and
general-technique basics of its usage in solving natural-scientific,
engineering and technological tasks. It will allow, in reasonable (i.e.
in the cost-efficient) terms, to create energy and transport
installations that will be capable to guide the process of nuclear
synthesis in stationary regime.
